Competition and Markets Authority (CMA)

CMA sets out the consumer rights of our undergraduate students. As a University, we must provide critical information to prospective students in order for them to make an informed decision about what and where to study. This is known as ‘material information’ which should be given up front and be clear, timely, accurate and comprehensive. Both academic and professional services colleagues are jointly responsible for ensuring we are compliant by providing this information and ensuring it is accurate. If we do not provide this critical information, then we may be in breach of consumer law and risk enforcement action.

Guidance for universities is provided by the government (see useful links below) and covers the following stages:

  • Student research and application stage: material information about the courses on offer, the structure and fees/costs to help students make decisions about which courses and universities to apply to.
  • Offer stage: 12 months prior to enrolment, when offers are made (from 1 October each year for students enrolling in September of the following year). Prospective students should continue to be given important information to inform their decision on which offer(s) to accept. This is provided to the students as durable information which is sent by e-mail ahead of the firm/insurance UCAS deadline (6 June) each year.

What is 'material' information?

‘Material’ information is not necessarily all of the information that might potentially be of interest to a student but is the information that the CMA considers critical to a prospective student in order to make an informed decision about what and where to study. 

The New Programme Proposal (NPP) Formidentifies those fields that are considered to contain ‘material’ information and are denoted with (CMA). A summary of these is given in the image below:

What is the timeline for durable information?

The following key dates have been agreed as part of the 2025 cycle to send durable information to prospective students:

  • Phase 1: February 2025 - course titles match for Spotler e-mails (CS - Dynamics and Marketing Information)
  • Phase 2: March 2025 - AIR table structure and related CUIP information to be checked and updated [Note: the deadline for programme amendments is 31 March each year]
  • Phase 3: April 2025 - Durable information in Marketing Information to be checked (1-11 April) and then amended (14-30 April)
  • Phase 4: 1-9 May 2025 - Final sign-off of durable information from each School
  • Phase 5: 12-16 May 2025 - Durable e-mails sent by Student communications and Marketing Team through Spotler

What disclaimers can be used in a printer prospectus?

The following disclaimers have been produced and agreed in conjunction with the University's Office of General Counsel, for inclusion in the various documents/publications listed below:

UG Prospectus – [Year]

This prospectus was printed on [DATE] for the purposes of the [Year] intake. It has therefore been printed in advance of course starting dates. For this reason, course information (including, for example, in relation to course content, module availability, etc.) may be amended prior to you applying for a place on a course of study. There are a number of reasons why changes to course information and/or published term dates may need to be made prior to you applying for a place on a course, these may include, but are not limited to, the following: the need to make reasonable changes to the content and teaching offered in relation to any course for operational and/or academic reasons; the withdrawal of courses due to cohort numbers not being sufficient; a course not receiving the relevant accreditation required; and/or interruption or loss of key services due to circumstances beyond our control, including fire, flood or other operational issues. 

Prospective students are therefore reminded that they are responsible for ensuring, prior to applying to study on a course of study at the University of Manchester, that they review up-to-date course information, which is available by visiting http://www.manchester.ac.uk/study/undergraduate/courses/ and searching for the relevant course.

In this prospectus you will find an overview of the University’s pastoral and student support services, further information is available from each service’s web site.  Prospective applicants should therefore familiarise themselves with this information prior to applying to study on a course of study at the University of Manchester.


Tuition Fees Statement – UG Prospectus [Year]

The tuition fee for entry in [Date] is not yet available, but will be calculated by reference to inflationary increases to the tuition fee applicable to entry in [Date] (which is [fee] subject to government regulations on fee increases). The inflationary increase will be calculated by reference to the RPIX (RPIX is a measure of inflation in the UK).

Future inflationary increases, to reflect increased costs of delivering the course, will be applied to each subsequent year of your course, subject to government regulations on fee increases, and we will provide you with further information about such increases when it becomes available. The inflationary increase will be calculated by reference to the RPIX (RPIX is a measure of inflation in the UK).


Statement for EU students

It is our intention to charge EU students joining undergraduate courses in [Date] the same fee as home students for the duration of their course, provided we are permitted to do so by UK law. We will update the fees section on our website [insert link], as and when further information becomes available. 


Pocket Guide [Year] entry

For this reason, information contained within the pocket guide, for example, about campus life, may be amended prior to you applying for a place on a course of study. Course entry requirements are listed for the purposes of the [Year] intake only.

PG Prospectus – [Year] for PGT 

This prospectus was printed in xxx for the purposes of the [Year] intake. It has therefore been printed in advance of course starting dates.  

As such, for a number of reasons, master’s course information, including, for example, details of course content, module availability and/or published term dates, may be amended either prior to or after you apply for a place on a course. 

These reasons may include, but are not limited to: 

  • the need to make, for operational and/or academic reasons, reasonable changes to the content and teaching offered in relation to any course;
  • the withdrawal of courses due to cohort numbers being insufficient;
  • a course not receiving the relevant accreditation required; and/or
  • interruption or loss of key services due to circumstances beyond our control, including fire, flood or other operational issues. 

Prospective master’s students are reminded that they are responsible for ensuring, prior to applying, or accepting an offer, to study at The University of Manchester, that they review up-to-date course information, by searching for the relevant master’s course at: http://www.manchester.ac.uk/study/masters/courses/.  

All information relating to tuition fees and funding is correct at the time of publication. However, this may change for a number of reasons, including if there is a change to government policy.

 

PG Prospectus – [Year] for PGR

As such, for a number of reasons, research programme information, including, for example, published term dates, may be amended either prior to or after you apply for a place on a programme. 

These reasons may include, but are not limited to: 

  • the need to make, for operational and/or academic reasons, reasonable changes to the programme of study;
  • the need to change your main supervisor if circumstances change and this supervisor is no longer available, for example if a supervisor retires, transfers to another institution or is absent for an extended period.  In exceptional circumstances, it may not be possible to appoint an alternative supervisor and we may withdraw the offer; and/or
  • interruption or loss of key services due to circumstances beyond our control, including fire, flood or other operational issues. 

Prospective research students are reminded that they are responsible for ensuring, prior to applying for, or accepting, a place to study at The University of Manchester, that they review up-to-date programme information, by searching for the relevant postgraduate research programme at:
