Interim December 2022 TLD Bulletin
The following information has come into us between scheduled TLD Bulletins so I thought it would be useful to send the details out in this interim mailing, so you’re aware of the following:
1. Fitness to Study Procedures Review
A working group led by Campus Life has reviewed the existing Fitness to Study Procedures to ensure that they:
- are supportive to students;
- apply to students in all settings across the University;
- are procedurally agile;
- align with other policies and procedures, such as Regulation XVII (Conduct and Discipline of Students) and the Fitness to Practice procedure.

The resulting amended procedures are now available for further consultation and by completing this survey you can contribute to that consultation. Faculties may be collating responses from colleagues and submitting a Faculty specific response, but you are welcome to respond to the consultation using this form.
The deadline for submission is 10th February 2023.

- Overseas External Examiners/External Advisers
The University is no longer able to employ External Examiners or External Advisors for new programmes who reside abroad permanently or who are planning to spend some time abroad during the term of their appointment.
The University’s People and Organisational Development (POD) department have informed us that, although each country has different tax laws, the consequence of anyone working abroad whilst working for the University would be that the University is required to pay tax in that country, in addition to the person doing the work. This would therefore prove difficult to manage operationally and be extremely costly to the University. Consequently, a decision has been made that we will not be able to appoint any new External Examiners or External Advisors (who provide advice on the development of new programmes) who are residing abroad permanently or who are planning to spend some time abroad during the term of their appointment. Please note that this does NOT apply to Examiners who live or work in Southern Ireland.
We will honour the contract of current External Examiners or Advisors who live abroad and they will be permitted to continue until the end date of their current term of appointment.
If an External Examiner or Advisor moves abroad for a specific period during the time of their appointment (e.g. for research trips), they are permitted to continue their appointment, but they MUST NOT undertake any work for the University during the time abroad. They can resume their duties once back residing in the UK or Southern Ireland. Please note that the University is unable to extend an External Examiner’s/Advisor’s appointment to add back any time that they have spent abroad and unable to work for the University. The period of appointment will remain at 4 years.
We will be amending the terms and conditions for future External Examiner appointments and will require them to inform us if they will be spending time abroad during their appointment and will make them aware that they cannot carry out any work for the University during the time abroad. We will also write to all existing External Examiners to inform them of this situation.
