New matched funding scheme – increase your donation income!

05 Aug 2008

New Government programme for gifts to higher education – 2008-2011.

The UK Government is launching a programme to encourage gifts from alumni and others to support English higher education institutions – including the University of Manchester.

From 1 August 2008, for a period of three years, the Government will match philanthropic donations to the University, adding at least a third to the value of the gift, and potentially much more, depending on tax relief (this is subject to eligibility and an institutional limit on the amount we can claim – see below).

For gifts from UK taxpayers this 33% bonus will be applied both to the gift itself and to the value of Gift Aid that we can claim, which could increase the contribution to the University by as much as 70%.

Universities across England will benefit from this scheme and each institution is choosing how they will allocate this additional income.  Here at The University of Manchester, we would like to use this matched funding to encourage a culture of philanthropy by providing additional funding towards the donor’s chosen area of support.

There is a limit to how much income the University can claim from this scheme over the three years (we are still awaiting confirmation from the Government as to the level of this ‘cap’) and in order to ensure that all areas of the University can benefit from this income and that we encourage as many donors as possible to participate, an internal cap on the amount of matched funding that can follow a gift from a single donor has been agreed by the University’s Policy & Resources Committee (PRC):

  1. The first £150,000 of gift income from any one donor will qualify for the full 33.3% match.
  2. The next £1M of gift income (i.e. from £150K – £1.15M) from any one donor will qualify for a 10% match.
  3. Any additional gift income over and above £1.15M will not qualify for additional match.

Therefore the maximum amount of matched funding that can be allocated per donor is £150,000.

Both Gift Aid and the Government’s matched funding claims are administered by the Division of Development & Alumni Relations (DDAR) and in order to be eligible all donations must be accompanied by written confirmation from the donor and must be banked by DDAR. Please contact us before banking cash/cheques and we will be happy to advise.

DDAR will be running an open session to share more information on tax effective giving, the matched funding programme and other services offered by DDAR:
