Though much of the international attention given to China’s ethnic politics focuses on minority groups’ resistance to the Chinese party-state, relations between the party-state and ethnic Hui Muslims are not marked by such contentious politics. Why not? This study investigates China’s ethnic politics by examining the politics of Hui identity in the politically “quiet times” and ordinary moments outside of those instances of activated, contentious politics. Examining the ethnic significance of everyday actions, I propose that the Chinese state encourages internal contestation of Hui ethnic identity by highlighting intragroup differences within the Hui community, thus allowing the party-state to successfully manage ethnic politics.
